Director, Tactical Ground Infrastructure Division
Chris LeSuer is the Noblis ESI Director for the Tactical Ground Infrastructure Division, and is responsible for contract execution, customer engagement, engineering and acquisition solution development, and industry partnerships across this IC and DoD mission space.
Mr. LeSuer has worked for Noblis ESI for nine years, successfully delivering on Intelligence Community programs like DI2E, DCGS-IC, ChatSurfer, and Business Intelligence for Customer Relationship Management (BI/CRM). He is a long-time practitioner of Agile acquisition and engineering processes, and has delivered novel Agile implementation solutions to Noblis ESI clients.
Prior to joining Noblis ESI, Chris was a project engineer for KDM Systems, supporting early operational capability development for DCGS-IC and AF-DCGS. He served as the enterprise risk management lead for the NRO SIGINT Directorate, supporting SIGINT architecture assessments for NRO leadership.
Prior to joining industry, Mr. LeSuer proudly served nine years in the U.S. Navy. During his career, he supported many Intelligence programs for NRO and other IC agencies. As the deputy program manager for the joint-agency SILVERCOMET program, Mr. LeSuer managed the equities of the NRO and served as the PASSGEAR COTR. Prior to his focus on acquisition management, Mr. LeSuer served as a U.S. Naval Aviator for Fleet Air Reconnaissance Squadron Four (VQ-4) at Tinker AFB, with more than 1,200 hours as Aircraft Commander/Mission Commander aboard E-6 aircraft, executing the Navy’s mission of assured communications to our deployed strategic forces. As the squadron’s NATOPS instructor pilot, Chris trained and mentored more than 30 squadron pilots, qualifying 12 upgrading pilots.
Mr. LeSuer is a graduate of the U.S. Naval Academy with a degree in Aerospace Engineering, and Troy State University with a degree in Business Administration. He has attended Project Management Institute courses, and is a member of AFCEA. Mr. LeSuer is Defense Acquisition Workforce Improvement Act (DAWIA) Program Management Level 2 certified.
