Director, National Ground Infrastructure Division
Chuck Muggleworth is the Noblis ESI Director for the National Ground Infrastructure Division, and is responsible for contract execution, customer engagement, engineering and acquisition solution development, and industry partnerships across the national IC and DoD mission space.
Mr. Muggleworth has worked for Noblis ESI for ten years, successfully delivering on Intelligence Community programs including Maritime Domain Awareness (MDA), the Distributed Common Ground System, Intelligence Community (DCGS-IC), ChatSurfer, and the Navy’s Tactical Exploitation of National Capabilities (TENCAP) program. An experienced and certified program manager, Agile development leader, and systems engineering professional, Mr. Muggleworth’s string of successful acquisition programs speaks well of Noblis’ support to warfighters and intelligence decision makers. Mr. Muggleworth also serves as Noblis ESI’s Organizational and Personal Conflict of Interest Officer and represents Noblis ESI on Noblis’ Corporate Ethics and Organization Conflict of Interest (OCI) review teams.
Mr. Muggleworth is a 20-year Navy Veteran, having retired with a rank of Commander. During his Navy career, he served in program management and advanced system research and development positions at Naval Sea Systems Command (NAVSEA) Program Executive Offices for Integrated Warfare Systems (PEO IWS) and Submarines (PEO SUBS) and at the Space and Naval Warfare Systems Command Space Field Activity at the National Reconnaissance Office. He managed the $100M+ “must succeed” AN/BVS-1 Photonics Mast periscope program for the Virginia-class submarine and oversaw development of unique, multi-intelligence, multi-service ground station and intelligence analysis systems. Mr. Muggleworth served more than a decade in the Navy as a submarine officer, including serving as Combat System Officer aboard USS PITTSBURGH (SSN-720) supporting counter-drug operations and national missions including deployments to the Mediterranean Sea and the Arabian Gulf.
Mr. Muggleworth holds a Master of Science degree in Electrical Engineering and a Master of Science in Engineering Acoustics from the U.S. Naval Postgraduate School in Monterey, CA and a Bachelor of Science degree in Electrical Engineering from the U.S. Naval Academy. Mr. Muggleworth also graduated from the Advanced Program Management Course at the Defense Acquisition University, was certified DAWIA Level 3 in Program Management, and is an accredited Project Management Professional.
